I've seen them sitting outside foodbanks waiting for them to open, smoking fags while their kids are stuffing their faces with sweets.

I think they are a great resource for people who have fallen through the cracks and are in need of immediate help, but if you're prioritising fags over food, then I dare say there's a lot of other things benefit money is being spent on that it shouldn't be.
