Because (according to the local Conservative MP) they were contacted by a member of BBC staff & asked to apply to join the audience. Well, it's possible to find a biased audience very easily , but how would you go about finding an audience with a balance of views ?
You couldn't of course, because most people have varying views on varying subjects and unless there was an identifiable common factor, like membership of a political party or a religion you wouldn't know what their opinions were.
In the example given above we can see how easy it is to bend the tone of the audience.
