Windows movie maker is notoriously flaky. When I've used it I have to make sure to save often as it has a habit of crashing.

If it's saying "file published" almost instantly then it probably isn't doing it. If it takes around the same time as it does when it's successful then it's probably saving the file to an unfamiliar location meaning you can't find the file. If that's the case, go through the motions again but when you get to the save file dialogue have a look if your file is there, and if it's there make a note of what folder it's in (then cancel the save because you don't need to do it again if the file is already there).
I really am a biatch

Probably it's built for success?
You need to check if your computer is capable of running it.

I use the original WMM as I found the newer versions clunky and buggy. Also, check all codecs and gfx drivers if you haven't already. All pretty obvious I know, but just just saying.
